SIR EDWARD GREY presents his compliments to the American Ambassador, and has the honour to state, with reference to his Excellency's communication of the 16th instant, that His Majesty's Government have no objection to an invitation being extended to Italy and Austria-Ilungary to attend the forthcoming International Opium Conference at Shanghae.
